| 寻求顶层规划与基层实践在县域治理层面的最佳平衡点，对建设法治国家至关重要。县域法治存在制度、人力、文化3大困境。制度之困需要顶层与基层双轨合力破解；人力之困需要地方引培并重，提高人才使用效率；文化之困需要重点矫正政府的法律工具主义理念，全力推进民众的“法律习惯”养成。 |

| Seeking an equilibrium point between top development planning and practice at the basic level in rule of law in the county area is crucially important to the construction of the state with a good legal system. There exist three dilemmas in system, human resources and culture in rule of law in the county area. The dilemma of system could be cracked by the joint effort of the top level and the basic level; the dilemma of human resources might be resolved by the emphasis on recruitment and training so as to improve efficiency in the use of manpower; the dilemma of culture could be dealt with through focusing on rectifying the governments legal instrumentalism and sparing no effort to form the public habit of law. |
