| The regionnal limited approval system, is the environmental protection measures that the central government carries out in the law implementation situation of serious environmental protection, and the important means that urged the local governments to strictly implement environmental law system. But since the environmental impact assessment between the rights conflict of the applicant and tension needs to be thought deeply, therefore there still has a huge space for discussion whether the implementation of the system can effectively achieve the task of environmental protection. |
