| 现代数字信息技术与高校民主管理之间存在深度耦合关系，数字化技术有利于扩大校内民意收集范围、促进多元主体协商联通、增加信息研判精准程度、提升师生诉求反馈成效，同时存在数字技能差异限制全员民主参与、信息平台垄断削弱边缘群体话语、数字行为监控导致身份地位失衡、虚拟数字空间引发公共理性弱化等风险。数字赋能高校民主管理可运用“增强数字民主平台包容性、促进人与数据的有效融合，平衡数据收集‘精与广’，形成去‘中心化’参与模式，完善数据安全保障支持体系、精准帮扶提升数字信任，重视数字民主宣传教育，提升教职工网络伦理素养”等方面策略。 |

| There is a deep coupling relationship between modern digital information technology and democratic management in universities. Digital technology is conducive to expanding the scope of public opinion collection on campus, promoting negotiation and connection among multiple subjects, increasing the accuracy of information research and judgment, and improving the effectiveness of teachers' and students' demands and feedbacks. However, there are also risks such as digital skill differences limiting full democratic participation, information platform monopolies weakening the voice of marginalized groups, digital behavior monitoring leading to an imbalance of status, and virtual digital spaces causing the weakening of public rationality. Digital empowerment of democratic management in universities can use strategies such as "enhancing the inclusivity of digital democracy platforms, promoting effective integration of people and data, balancing the 'precision and breadth' of data collection, forming a 'decentralized' participation model, improving the data security support system, enhancing digital trust with precise assistance, attaching importance to digital democratic publicity and education, and improving the network ethical literacy of faculty and staff." |
