Development-oriented poverty alleviation has changed the past practice of average effort and simple relief, focusing on infrastructure and human capital investment in key regions and changing from "blood transfusion" to "hematopoiesis", which has significantly improved the efficiency of poverty alleviation funds and enhanced the vitality of self-development of poverty-stricken areas and the poor population. It has formed a new model of “one carrier and two fulcra” with the whole village as the carrier, industrial management and labor force training transfer as the fulcra, and created a new “two-wheel driven” pattern, in which poverty alleviation and development are used to promote poverty alleviation and prosperity and social security is used to maintain basic livelihood. We will neither simply judge by GDP, nor will we resort to strong stimulation like "flood irrigation", and pay more attention to the accuracy, effectiveness and sustainability of supporting agriculture and poverty alleviation. |
