食品是人类赖以生存的重要基础 ,食品安全与否不仅涉及人类的身体健康与生命安全 ,也影响 了 国家与社会的稳定与发展 。 因此 ,建立食品安全管理体系 ,确实执行食品安全的管理 ,已经成为世界 各国必须面对的重大议题 。欧盟确立"从农场到餐桌,的食品安全供应链 ,强调食品安全管理的制定 , 必须建立在风险分析的基础之上 ,并应确立食品安全可追溯系统 ,以维护食品安全并保护消费者的利 益 ,使食品在供应链阶段中都受到管控 。参酌欧盟食品安全管理体系 ,可检视我国在食品卫生管理制 度上的不足之处 ,并为完善我国食品安全管理体系提供借鉴。 |

Food is a basic element that human depends on for survival. Food safety not only concerns the safety of human health and lives, but also affects the social and national stability and development. Therefore, the establishment of food safety management system and the implementation of food safety management have become the major and inevitable issues that the world is facing. The EU established food safety supply chain from farm to table, stressing that food management policy formulation must be based on risk analysis, and food safety traceability system should be set up, so that food in the supply chain management can be controlled, and food safety and consumers' health can be protected. In view of the EU's legal systems of food safety management, our legal management system of food hygiene and safety needs to be examined to identify the shortcomings of the related regulations in our country, in order to perfect our food safety management system. |
